Why was this directory not excluded?

I have folder exclusions for these two folders

E:\Downloads\Nasty Fixes\NirSoft Utils

- set for Malware and Potentially Unwanted Application

E:\Downloads\Nasty Fixes\wscc

- was set for Malware, Ransomware and PUP which I have set to Malware and PUP only

My question is why did the Exclusion filters not tell MBAM to ignore these files?
