What Categorizes something as a PUP?

We target a lot of registry cleaners and similar "system optimizing software", generally due to false claims, aggressive marketing tactics, bundling with other software (bundled installers etc.) as well as in some cases, performing actions on systems which are actually harmful/potentially damaging/may reduce the security of the system etc.  More info can be found here in addition to the blog post already mentioned above.

Also keep in mind that a big part of how we categorize items as PUP is now based on community/user opinions.  A quick web search of the product's name will usually tell the story if that's the reason for the classification (poor reviews, many reports from users about it being undesirable/installed without their knowledge/difficult to remove etc.).
