Inbound Connection Detection Priority - MBAM3 or Windows Firewall?

NOTE: Have Windows Firewall set to block all incoming connections.

Noticed MBAM3 displays popup advising inbound connection was blocked.

The reported IP address does not appear in Windows Firewall log.

Assume Windows Firewall would have blocked the inbound connection, but since it doesn't show up in the firewall log, I assume MBAM3 blocks it first.

Are these accurate assumptions? Please advise what actually happens given my current configuration. Thanks! :)
