Infection follows browser after clean install

so i've attracted some sort of infection that follows my browser even after reinstall of windows and changing my browser type im pretty sure its related to cookies because it seems like i've got it off now but i had to switch from chrome to opera and disable cookies and 3'th party along with not signing into goggle or facebook accounts

i've had multiple anti malware software installed along with 3th party firewalls like comodo and blocking all traffic to my computer and a few different antivirus programs installed

 

 

 

stuff that happens while it is active. 

closing active processes

sending text to window 

opening websites that try to install browser extensions and are hard to close by resizing window (f11) and repeted popups (i have ublock installed so i should get no adverts)

making windows unusable  after reboot (not able to start anything, or click on things)
