Web Protection won't run, stuck at Starting...

I had a notice from Microsoft Windows when I booted up this morning that "Security Center service cannot be started."  So I went to https://support.microsoft.com/en-us/help/2519899/error-message-security-center-service-cannot-be-started, followed the instructions changes the setting in services.  

 

I found that Security Center was not listed in the the Services window, started reading, "https://answers.microsoft.com/en-us/windows/forum/windows_7-performance/security-center-under-services-local-not-found/a78855d7-0061-e011-8dfc-68b599b31bf5

 

This got confusing pretty quick as I have no idea what "Quick fix internet security" is, and wasn't sure where to get it.  I then decide that regardless, I needed to put Malware Bytes on this machine asap.  It used to be on here and I don't know why I removed it.  Maybe it was conflicting with McAfee.  So I loaded it, and scanned.  Found a number of issues, Quarantined them.  

I still can't resolve the Microsoft Security Center issue, and I will go back and see what I can do about that.

I can't enable Web Security in Malwarebytes and thought I should let you know about that.

Hello and Welcome

Let's try this first to make sure you have a clean install of the latest version of Malwarebytes..... (Please remember to de-activate your Malwarebytes first before un-installing or using the clean removal tool)

  1. Please follow the steps in this pinned topic to uninstall your current version of MBAM and reinstall the latest build - Malwarebytes mb-clean tool (after uninstalling you can download the latest version (currently v3.0.6 CU4) to re-install from HERE)
  2. If that does not correct the issue, then please read the following and attach to your next reply the 4 requested logs - Diagnostic Logs (the 4 logs are: mbam logs zipped, FRST.txt, Addition.txt and mb-checkResult.txt)

I would like you to add these files to your McAfee Anti-Virus exclusions list
