CMD window periodically opening/closing (BITSADMIN)

Title.

I caught a nasty case of ransomware that I managed to clean easily with a malwarebytes scan. However, I'm having a persistent issue; every hour or so, exactly on the half-hour, I get 2 CMD windows that flash up and instantly disappear. It's super frustrating when I'm gaming because it usually minimizes the game. Attached is an image that I managed to snap today with OBS Studio, sorry for potato quality.

I followed the steps here in this thread to get you some logs early. Any help?
