I have the same problem, and it has been bugging me for the past several days.  The problem manifests itself with a Windows 10 notice, in a yellow frame at the bottom of my screen informing me that my system is not fully protected.  I click a button that suggest starting protection, but the dialog box does not close.  When I open the MWB dashboard, the program informs me my system is "not fully protected," and the "web protection" in the "Real-Time Protection window is off.  Clicking that reveals a "settings" screen which states that protection is off.  Attempting to turn the slider on, results in a never-ending "Starting . . . " message.

Windows 10, Professional

Lenovo E51, 8MB RAM, running 1TB SSD

Using Webroot, Endpoint Protection  v. 9.0.15.50

MWB version 3.06.1469

Component package version: 1.0.50

Dear Mr. Collins:

I followed all of the instruction you suggested. Thank you.  The attempts to change the two settings for enabling self-protection early start had no effect. But, uninstalling and reinstalling appears to have done the trick.

The program initially opened and the web protection was off, but after a few minutes, the web protection turned on, without the "Starting . . . " status.
