Windows 8.1 64-bit Professional...

The process used to install the final version:

  1. Uninstall preview release of MWB and reboot
  2. Use the  Farbar Recovery Scan Tool in safe mode to remove leftover services, there was none
  3. Installed version 3.0.6.1469, waited for the update to complete
  4. Applied license, everything working just fine
  5. Reboot system, web protection is off and cannot be started

Both the http://iptest.malwarebytes.org and http://52.21.84.70 result in "If you can reach this page..." message.

Interestingly, the web protection may turn on by itself and of course, it would shut off itself during the day as well.

Ran the following and rebooted the system:

sc query mbamwebprotection >> "%USERPROFILE%\Desktop\output.txt"
sc stop mbamwebprotection >> "%USERPROFILE%\Desktop\output.txt"
sc delete mbamwebprotection >> "%USERPROFILE%\Desktop\output.txt"

Web protection is still off...

Trying to open Malwarebytes control panel, results in this:

Rebooting does not help, result is the same error...

In all fairness, this system has the following protection as well, in addition to MWB:

  • Vipre AV
  • WinPatrol
  • Microsoft EMET
  • WoodooShield

These four are playing together nicely, but I am not certain, if MWB does the same. It did when I had the release preview version of MWB installed...

This puzzled me, until a "Duh!" moment hit...

I have four browsers on my W8.1 box, IE, Firefox, Opera and Tor (Basically Firefox with locked down privacy and security settings). 

Accessing the http://iptest.malwarebytes.org link would be blocked in IE and Firefox by MWB, Doing the same with Opera and Tor browsers the access would not be blocked, the "If you are able to reach this page..." page displayed.

It isn't Malwarebytes per see that at fault, both Opera and Tor browsers have VPN connection to the web. While MWB can access content of the SSL connection, it cannot see the content of VPN connections. 

Yes, you could say that the issue had been PEBCAK...:o;)
