false positive Cygwin setup-x86_64.exe

I attach the required zip file.

As with previous versions, this version too gives a false positive for Cygwin setup-x86_64.exe (which simply updates Cygwin).  I had to reboot and then restore, and then reset ownership permissions to my userID.

Installing this version wiped out previously stored Exclusions, but I do not know if this would have made a difference.

For example, I have gotten used to Stop Protection when running Cygwin setup-x86_64.exe or CCleaner.exe/CCleaner64.exe (also reported as a false positive in previous versions).  Now, I will actually exit MBARW in the tray before running any of these or even Windows Updates.  (I also just had to update WIn10 x64 1607 and it took 15 mins to start the install, until I exited MBARW).

In fact, I did have Stop Protection active (red line showed this) before starting Cygwin setup-x86_64.exe, but it made no difference.  That's why I will have to exit MBARW, and restart it after completion of such maintenance/security tasks.
