High Gpu Power, Low Usage + Temp

SO I've been having a problem of high GPU power, yet low temps and low gpu usage. I've tried alot of different things and read about pesky malware so here I am,

I have tried most of the basic things

I have clean installed drivers with and without DDU with different drivers

I have tried choking my card (in Inspector the power state p8 if I select it it blue-screens, I think its doesn't power is high so it crashes to protect itself)

I changed power in nVidia Control 

i changed power settings in windows 10 to non-environmental

I removed all gpu software

I removed norton security

I then bought an external hard-drive, moved my important files and reset my computer entirely.

this seemed to work, I installed APP centre and all its trimmings, norton security, chrome, spotify, and then inspector. I checked and it seemed to work!

power was at a more natural 30%

moved my games to the fresh harddrives, installed Origin Steam and GOGalxay

I then installed Asus Strix software for my ASUS STRIXX 980i

I checked Inspector again and it had spite me, going to 160% power

Im at my wits end, and before I reset pc again and reboot after each install. And also open up my case and check cables and stuff, I've like some guidance or information

about what is going on..
