Pop-ups, but no malware/viruses found?

Hi, I'm pretty sure my laptop is infected but neither Malwarebytes or Panda Anti-Virus is detecting it (Well technically suspicious files have been detected, but my problem is still present after removing them). Clicking links or even just opening the browser at times opens pages such as "Your PC has been infected" with those obnoxious beeping sounds and long-text notifications advertising free-toll numbers to get it resolved.

They are  nothing but a scam to get you to open your wallet for an incident that does not exist.  Since the event did not exist and was created fraudulently, there is nothing for Malwarebytes' Anti-Malware ( MBAM ) to target.  The fraud emanated from the Internet and not your PC.
