My go to tool for uncovering the root cause of a permissions or access denied problem is using ProcMon from Sysinternals to record the problem then dogging through the results for access denied errors.

May have to look into that.

I have disabled UAC on one computer and that seems to do the trick, I am still digging around to see what the root cause is though.

thanks for all the ideas.

The filter driver for UAC is disabled by default in Safe Mode. Since disabiling UAC and running IE in an elevated state resolves the issue, then that means you have a permissions issue somewhere.

Thanks Alex, much appreciated!

I will say, that is a lot of startups. And wmic doesn't output all of the startups either. StartUpLite may be useful.

Nothing in the list appears to have any potential effect on your downloads... though... I see Spark. Is that Apache Spark? And I'm guessing GetSmile is for a Messenger you use?

  • 8 months later...

Well I got a new computer, specs in my sig, runs really fast and purring like a kitten, except this issue has found its way back up again on my new system while using IE.

I will try to disable UAC on this Win10 box and see if it makes a difference (but I thought I already tried that).
