I had understood by IP But also there are cases where you can unblock domains, and also cases where you block a range of IPs (mostly 24) About last case I would ask, why block 24 consecutive IPs? and about domain unblock, why to most users say than cant unblock the domain due shared IP has malware sites and others domains you can unblock without problem?
