I am not sure if this is a malicious site or not, but I know that skype uses that port.MBM (I have the pro version) has been blocking a lot of these for me, and skype isnt working right for the last week and a half (not sure if its related). As Skype uses P2P tech, it's unfortunately not uncommon for it to reach out to other machines using it, and sadly, it doesn't care of those machines are also infected. He is saying that a computer Skype is using is infected. As long as you don't allow the connection, you're okay. Skype will find an alternate path.
