User account problem internet connection slow/barely working

Is this a malware problem?  I have checked installed programs in the control panel no toolbars or etc.


My client's Win7-32 computer runs the full paid MBAM for protection.  Team Viewer is frisky under the administrative account, MBAM, SUPERAntispyware, Microsoft Security Essentials all say no problem.
Under the standard user account, team viewer is molasses and disconnects frequently. Task Manager shows very little network activity.  MBAM threat scan and SAS turn up nothing more troublesome than tracking cookies.
Last September, MBAM removed PUP.Optional.BundleInstaller and PUP.Optional.MindSpark per its History log.
Yesterday (Feb16 2016), the user account's Pale Moon (Firefox derivative browser) had a WeatherBlink/AskWebSearch/MindSpark toolbar, which I removed from AddOns.  I had just run MBAM and SAS from the administrative account and was surprised that hadn't been caught.
I ran a Custom scan of the three HDs in the system, 306,902 items, 0 threats:
