Infected computer prevents mbam.exe from running

The computer that is infected cannot access the internet. When I try to run mbam.exe I get the system error dialog "the program can't start because DNSAPI.dll is missing from your computer. Try reinstalling the program to fix this problem."

I tried to uninstall Malwarebytes but get the error, "runtime error (at -1:0): Cannot import dll:C:\Programs...\mbam.dll".

I tried to install anyways and received error, "runtime error (97:137): Could not call proc."

Please help.

That's indicative of malware infection.
 
As such, to save you a bit of time, I respectfully suggest that you might want to head directly over to the malware removal section for help.
(In other words, there's no need to post diagnostic logs here, in this particular section of the forum.)

Malware cleanup is conducted in a special forum area reserved for that purpose, or at the help desk.

It explains the options for free, expert help >>AND<< the suggested, preliminary steps to expedite the process.
A malware analyst will assist you with looking into your issue - the helper will guide you through scanning, cleanup and repair.
