Restored computer to factory settings, still get popups

Completely restored computer to factory settings and still getting popups that my computer is infected and to call 1-855-380-6789

websites that pop up:

Under processes there were many "chrome.exe*32". When I hit properties > security > edit (change permissions) > deny
and checked deny, the popups go away, but I know I just got rid of the symptoms but not whatever was causing the popups.

Upon googling someone claimed it was a Poweliks trojan so I tried ESET Poweliks Cleaner which didn't find anything


Tried Malwarebytes (checked Scan for rootkits), nothing detected

Norton trial was automatically set up when the computer was restored.

Won't let me run the Farbar Recovery Scan Tool. Says it is malware. Should I disable Norton and go through with running Farbar?

Norton found some security risks when scanning- 4 cookies.
2 rubiconproject, one doubleclick.net, and "Orphan cleanup"
