Malicious Website protection is disabled and doesn't want to enable

Your logs show that MBAM has been installed since March 2015, but your protection logs date back to 2014. So that last install back in March 2015 was not a "clean" install.
And you are running Win10.
So, it's likely that you had MBAM on the system when you performed an on-top upgrade to Win10 sometime in the past several months, and have not reinstalled MBAM since sometime in 2014.
 
You also have a ton of PUPs and other junk in quarantine. They can sometimes interfere with the real-time protection modules.
 
So, for starters, I suggest the following:

  • Please carefully follow all the steps in this pinned topic to uninstall your current version of MBAM and reinstall the latest build - MBAM Clean Removal Process 2x -- Be sure to reboot when prompted by the removal tool. It wouldn't hurt to reboot again after reinstalling.
  • If that does not correct the issue, then please read the following and attach to your next reply the 3 requested logs - Diagnostic Logs (the 3 logs are: FRST.txt, Addition.txt and CheckResults.txt)
