Internet connected but web browsers don't work

My Uncle brought his computer over today and it was completely infected.  He said he couldn't watch a movie so he downloaded a codec pack from google.  Who knows what he actually downloaded and where it was downloaded from.

I ran Malwarebytes and it detected 962 infections.  Most were Trojans, Rootkits, Adaware, browser hijacking software, etc.  Malwarebytes said it successfully removed them all.  I didn't actually delete them, just left them in quarantine.

There was one Google Chrome extension I had to remove manually.  Something called 'Real-Time.'  No idea how it made it on Chrome web store, but you couldn't simply delete it.  I had to delete the files in %appdata% and group policy.

Anyway, the computer seemed fine after reboots.  Nothing suspicious running in task manager and resource usage was normal.

The internet however...  Trying to connect to a website took forever or not all.  It would just spin, spin, and spin some more.  Sometimes I got to a website instantly, but then trying to load another link failed.  It's not my internet because I tried his computer at 2 locations and it's the same problem.  I tried flushing dns but that did not help.

I have a feeling I am going to have format the computer...

Suggestions?
