Constant Malicious Website Blocked popups with the explorer.exe process?

Recently I've been struck with what I'd assume to be malware and noticed that my CPU was close to a 99% CPU load with a handful of processes that eat up CPU.  I'd also assume it was some sort of bloatware that disguised itself as verified microsoft process and applications.  After doing some cleaning, many of the processes didn't show up, but now my MB is constantly popping an alert that says the C:\Windows\explorer.exe process is trying do an outbound request.

Additionally, sometimes on occasion my browsers won't be able to connect to any webpages.
