Mbam and other programs will not run

It has been 2 or 3 days now that a few issues have been occuring on my computer. I cannot run Mbam and have researched all sorts of ways to fix the issue, yet none have worked. I tried Rkill, TDS, Mbam Chameleon and every other program that is always lumped in with this issue. Other than just not being able to run anti-virus programs, I have noticed anytime I am going into a folder it takes like 5 seconds to enter the folder when it has always been instant. Another odd issue I have noticed is when I am restarting my computer, from the time I hit restart until about 5 seconds when the restart goes through about 10 random pop ups will appear on the screen simultaneously, and then the computer restarts without issue. The internet, viewing videos on WMP and all the basic computer fuctions still work by the way. Any help will be appreciated.
