Spammy pop-up showing on desktop

I'm getting a spammy pop-up on my desktop when I start my PC, looks like a native clickbait ad (see attached image). 

 

Is this a sure sign I'm infected with a virus/malware, etc? 

 

The spammy window has only shown two times so far. 

 

I am not running any programs or browsers, etc. when it shows, only on startup. 

 

My PC does not seem slow. 

 

My PC is a Lenovo Thinkpad with Windows 8.1 (I'm suspecting this could even be bundled with Lenovo??)

 

I have avast installed and did a malwarebites scan but came up with nothing. 

 

Any advice would be greatly appreciated.
