Malicious Website Protection won't stay enabled

I'm installing my premium license on a new computer and the malicious website protection will not enable.  I've unintalled and reinstalled twice.  I also ran the mbam cleaner, disabled anti-virus and reinstalled not to mention numerous reboots.  It still won't stay enabled.  I'm included the 3 diagnostic files that I read to create in another post.  Thank you for your helpAddition.txtCheckResults.txtFRST.txt

Your logs show that a critical Windows service (BFE) is not running, as well as some other problems (broken search indexing), etc.
 
The problem with BFE probably explains why MBAM RTP won't stay enabled.

This modification *can* be the result of malware infection.

So, for expert assistance, I suggest that you might want to please follow the advice in this pinned topic: Available Assistance For Possibly Infected Computers.
It explains the options for free, expert help >>AND<< the suggested, preliminary steps to expedite the process.
A malware analyst will assist you with looking into your issue - the helper will guide you through scanning, removal and repair.
