Yes, but ONLY when the installer is obtained from the official source, either HERE or HERE.

Note: There are separate versions for ActiveX browsers (IE) and for plug-in browsers (e.g. Firefox).  You will need both of these, if you use IE, too.

If you visit sites that USE Flash Player, then you'll NEED to install it in order to view those sites.

 

As for safety, as long as you [EDIT:  obtain it from an official Adobe site, as noted above by daledoc, and] keep Flash up-to-date, that's the best you can hope for.   The problem is that hackers continue to target Flash --- probably by reverse-engineering its code --- to locate and exploit 0-day vulnerabilities in it.   As such, there will NEVER be a time when Flash is "absolutely" safe.

 

By adding MBAE, you'll "harden" Flash, as MBAE should be able to intercept many/most/all of the vulnerabilities that hackers may find.
