[SOLVED] The application was unable to start correctly (0xc0000018)

I am receiving this error with CMD.EXE and IEXPLORE.EXE. Running Windows 10. 

When I stop protection with MBAE, both work correctly. if I disable just the IE shield, IE will work (I don't see a way to bypass for CMD.EXE)
