MB states it has quarantined threats found, but does nothing.

Win7 x64 latest version latest DB. I run a full scan, its finds all kinds of threats. Then I quarantine all and it just instantly says it's finished successfully. No disk access, no errors. Restart the computer and all the crap is still there, rescan finds same threats.

Those are mostly PUPs: What are the 'PUP' detections, are they threats, and should they be deleted?

Some of them can be tricky to fully remove (may require more than one cleaning tool), or could be respawning (e.g from Google Chrome sync).
