What is this

Is seems like your skype try to connect to malicious website by itself. Have you ran malwarebytes threats scan and full scan with your antivirus? Have you check your hard drive folder to make sure there's no unknown files? Is there unknown process running in your task manager? 

I've ran multiple anti-viruses, I have checked my hard drive folder, but I'm not that computer smart so I don't know what to look for. As for the task manager, I only checked start up because I again don't know what to check for.

I will be appreciate if you can post the scan logs of your scan so we can tell what is going on. Back to the topic, applications can't start automatically without user action, therefore i think there is something suspicious going on with your computer or perhaps you got hijack, but i can't tell without any evidence. However, you can try to check on your Program Files,Program Files (x86), Program Data, Users > computer name > appdata > Local,LocalLow,and Roaming, and your temp files as well. Also, if you think you are infected and need assistant you can post your problem/issue on Malware Removal Help section and wait for the expert to help you out.  :D

Having said that, if you are concerned that you might be infected, I suggest that you might want to please follow the advice in this pinned topic: Available Assistance For Possibly Infected Computers.
It explains the options for free, expert help >>AND<< the suggested, preliminary steps to expedite the process.
A malware analyst will assist you with checking the system to be sure that you are clean.

If you are seeing lots of IP blocks, especially outbound and even when not using Skype or web browsers, then this would be the safest course of action.
