Internet Optimizer BullPoint - Cant Remove

I somehow got this Internet Optimizer by Bullpoint and cant uninstall it. When I try to under the control panel it says: "There was a problem starting C:\PROGRA~3\INTERE~1\INTERE~1.DLL, The specified module could not be found" It keeps brining a Chrome Extension called "CouuppScanner" So I removed chrome. It slows down my pc and creates pop-up ads.
