What does this warning actually mean?

This morning I have this popup happening continuously. Is this a sign of attack, someone testing my ports? If I closed malwarebytes program, would I suffer an attack from this IP??

That particular IP is in Romania and is on the voxility network, a known source of malicious IPs/malware.  And svchost.exe is often targeted by malware.
