I just installed MBAM 2.03. After the installation, I noticed two folders. One is called Malwarebytes Anti Malware and seems to have all the program files in it. I have a second folder called Malwarebytes' Anti Malware...this has an apostrophe...this folder has only one file...mbamext.dll dated 12/14/12. The same file is in the filled directory with a newer date.

I believe it would be safe to delete the folder that has the apostrophe and the lone file. Can anyone confirm?

Yes.

But there is really no need to delete the old folder manually.

The new version of MBAM installs to a different directory.

If you wish, you can perform a CLEAN upgrade by running the removal tool, as explained here: MBAM Clean Removal 2x

HOWEVER, if you are are working on the same computer with a helper in the malware removal section, as appears to be the case here, then it would be advisable to stay with your helper in that topic until you get the "all clear".

If you make changes to the system -- such as installing software -- during the cleanup process, that can make things hard for everyone, and it can create confusion and problems for the cleanup process.

Thanks,
