I ended up having to add all the files you see below into the install folder and then it finally worked. Why aren't these files rolled into the MSI? If it is 1.2 or earlier, the MSI is generated as a set of files. As you have discovered, all of the files need to be together. As a test, can you create a multi-file installation package (uncheck the option for a single file package) and see if the error still happens?
