Help! Have been surrounded by Dept of justice

I am neither computer competent, Windows wise, nor internet intellighent.  However, i did install Premium Malwarebytes Anti-malware on my XP operated machine about two months ago.  Unfortunately two days ago the Dept. of Justice malware slapped cuffs on me and nothing I have tried has gotten them off.  The DOJ doesn't allow much but I disconnected the wifi receiver and in the 30 seconds that DOJ gives me to hook it back up, I have been able to get mbam.exe started several times and have allowed it to run through several scans but the DOJ is still here.  I don't know for sure if it continues to scan after 30 sec and after DOJ returns or not but it sounds like it does. It also sounds like it continues to run a full scan if after getting it started I hit the off button before 30 sec are up.  The end program pop-up comes up but the DOJ  doesn't come back in this situation.  But it never goes away.  I am beginning to think I should just throw my old machine in the trash and get a new one.  What do you think?
