Blocked address keeps popping up - 162.210.192.14

For about a week now, I have been getting the pop-up notification from Malwarebytes saying it has "Successfully blocked access to a potentially malicious website: 162.210.192.14". This notification will pop up every 10-15 minutes or so, regardless of whether I have an internet browser open. I have run a quick and full scan using Malwarebytes and it found no threats. I have been using Microsoft Security Essentials/Defender, which also found no threats upon a full scan. I have read some of the other forum posts on this site and saw other users who have tried to stop the 162.210.192.14 address and have used several programs as suggested by other moderators, including:

Junkware Removal Tool

AdwCleaner

TFC

ESET OnlineScan

ComboFix - which proved to be incompatible with Windows 8.1, which is my system

Kaspersky Virus Removal Tool

 

All of these programs either found only a few items to clean or none at all. After using all of the above programs, I continue to receive the notification saying that 162.210.192.14 is trying to open on my computer. My question is how do I stop this address from trying to open a "malicious website" on my computer - obviously Malwarebytes is halting it, but I want to know how to completely stop this action.

Please download Farbar Recovery Scan Tool and save it to your desktop.
 
Note: You need to run the version compatibale with your system. If you are not sure which version applies to your system download both of them and try to run them.
Only one of them will run on your system, that will be the right version.

  • Double-click to run it. When the tool opens click Yes to disclaimer.
  • Press Scan button.
  • It will make a log (FRST.txt) in the same directory the tool is run. Please attach it to your reply.
  • The first time the tool is run, it makes also another log (Addition.txt). Please attach it to your reply.

Download attached fixlist.txt file and save it to the Desktop:
 
Both files, FRST and fixlist.txt have to be in the same location or the fix will not work!

  • Right-click on FRST.gif icon and select RunAsAdmin.jpg Run as Administrator to start the tool.
    (XP users click run after receipt of Windows Security Warning - Open File).
  • Press the Fix button just once and wait.
  • If for some reason the tool needs a restart, please make sure you let the system restart normally. After that let the tool complete its run.
  • When finished FRST will generate a log on the Desktop, called Fixlog.txt.

Please download AdwCleaner by Xplode and save the file to your desktop.

  • Right-click on adwcleaner_new.png icon and select RunAsAdmin.jpg Run as Administrator to start the tool.
  • Follow the prompts and click Scan.
  • When finished, please click Clean.
  • Upon completion, click Report. A log (AdwCleaner[s*].txt) will open.
  • Please include the contents of that file in your reply.

After running Farbar Recovery with the fixlist file and rebooting, I have not seen the ""Successfully blocked access to a potentially malicious website: 162.210.192.14" notification from Malwarebytes and attached the fixlog. I also ran AdwCleaner and the report is posted below.

The following will implement some post-cleanup procedures:
 
=> Please download DelFix by Xplode to your Desktop.
 
Run the tool and check the following boxes below;
checkmark.png Remove disinfection tools
checkmark.png Create registry backup
checkmark.png Purge System Restore
Click Run button and wait a few seconds for the programme completes his work.
At this point all the tools we used here should be gone. Tool will create an report for you (C:\DelFix.txt)
 
The tool will also record healthy state of registry and make a backup using ERUNT program in %windir%\ERUNT\DelFix
Tool deletes old system restore points and create a fresh system restore point after cleaning.
