Criteria for determining that a website is malicious

I've been looking in Help and on the Forum for any explanation of exactly what is meant by a "malicious website" that merits blocking by Malwarebytes.  What criteria are used to determine this?  Is it only the number of scripts trying to install unwanted programs?  Are there any judgments made in terms of content?  IP's that hackers operate from?

I also am receiving a popup mentioning of a website block...

I am currently using utorrent.exe (free download application from www.utorrent.com) to download movies ...

Does this mean that this application is a virus and I should now remove from my PC? 

I have also noticed in History that Malware has quarantined many files, registry key, etc..

That suggests that you might be infected.
