How to download without internet access

I am receiving this message when trying to access any web page on the internet: Error code: ERR_CONNECTION_RESET
Apparently PC Tech & Optimize Your PC  have been installed/downloaded basically blocking my access to the internet. Some friends suggested I download and run Malwarebytes, but I can't get to the webpage in order to do this. Any suggestions?

It does sound as if you may be infected.

We can't work on malware diagnostics and removal in this sub-section of the forum.

So, for expert assistance, I suggest that you please follow the advice in this pinned topic: Available Assistance For Possibly Infected Computers.

If you cannot run the preliminary scans on the affected computer because of lack of internet access, then please just start a new topic in the malware removal section of the forum, OR open a help desk ticket, explaining the situation.
A malware analyst will guide you through the cleanup process -- it will probably help for starters if you have another, clean computer and a USB flash drive ("thumb drive") to use to transfer the malware removal tools.
