Unable to open EXE files. Remote Call Procedure Failed. Nothing works!

This pops up EVERY 30 seconds or so. I think it's a rootkit, but I'm not sure. I can't run ANY EXE files. I tried to download many things from these forums and nothing would open. I can't even access services.msc.

 

Please help!
