Cannot remove a startup program-Mindspark

I am running a windows 7 pavillion laptop.  I have run scans and don't find anything.  Every time I boot, I get this popup message to install a Mindspring toolbar to enable the Serene marine aquarium screen saver.  I have deleted the screen saver and looked in msconfig which shows nothing.  There is nothing listed in programs in control panel. I don't see anything in services as well.  How can I remove this from popping up?  Thanks
