cannot enable "malicious website protection"

I have tried to enable malicious website protection but as soon as I click the radio button it switches right back to off. Also I get the red banner that says my system is not fully protected, I click "fix now" and it goes green for a couple seconds then goes back to red. 

 

I have followed the MBAM Clean Removal Process 2x

Looked through the FAQ

Followed instructions for generating diagnostic logs. - See attached.

I'm sorry but this is a Server OS:   Platform: Microsoft® Windows® Server 2003, Standard Edition Service Pack 2 (X86) OS Language: English(US)

 

Microsoft Window Server is not officially supported and use of the Consumer Retail version on Server is not allowed. That aside some Server 2003 installations do not properly support running the protection modules on them even if it were licensed properly. Unfortunately you will probably have to look for another solution for Server 2003.
