Homeland Security/Moneypak virus

My laptop is infected with the Homeland Security/Moneypak virus and I'm not able to get to the point to do a system restore because the laptop just keeps restarting.  I've tried downloading other virus removal software onto a flash drive and then inserting it into the infected laptop to get rid of the virus but that didn't work.  Can someone help me?

Problem was fixed using the HitmanPro Kickstart program.
