Frankly, just because a file that is supposedly from a site has zero hits on Virus Total (and that has to vetted and verified) that doesn't mean that blocking the site in the HpHosts File is not warranted.  There is a different standard and thus justification for a site's inclusion to be in the HpHosts File (or the MS MVP Hosts File for that matter).
