Continually Blocking 93.115.84.125

I would like to know how to permanently block this. Look up says its from Romania.  I wonder what they are connected to and what their end game is.

 

I believe they are probably not Kosher. Continually everytime I start my computer this is being blocked and probably rightfully so.  I wonder if it is connected to privateinternetaccess vpn software that I'm running?

On Both I'm getting "DDS is not meant to run in capability mode  The program shall exit."       I'm running Windows 8.1  64 bit.  Kaspersky Internet Security 2014. Malware bytes Pro. Malware bytes does not detect anything. Neither does Kaspersky.   So let me know if dds.scr or dds.com will run on Win 8.1  64 bit.
