Password no funciona

Hola, he habilitado la funcion de contraseña y funciona perfectamente, pero hay unerror grave pues estando la ventana abierta funciona perfectamente, al intentar entar a a la solapa Proteccion me pide contraseña eso está bien. Pero el error grave es que en esa solapa esta la proteccion del sistema que se puede habilitar o desabilitar poniendo la contraseña, pero al cerrar la ventana e ir al icono al lado de la hora se puede deshabilitar o habilitar dicha funcion sin la contraseña.... Para que proteger el programa con contraseña si se puede evadirla así de facil.... es un error que debe ser corregido ya, porque para eso es la contraseña entre otras cosas para impedir dehabilitar el antivirus....!!!!
