It would be best to have one of the experts help you to rule out any infections. Also you have quite a bit of software on there that needs updating, especially Java.....

To rule out any possible infection, feel free to follow the instructions below to receive free, one-on-one expert assistance in checking your system and clearing out any infections and correcting any damage done by the malware.

Please see the following pinned topic which has information on how to get help with this: Available Assistance for Possibly Infected Computers

Is this a Government owned computer?  It appears to be either joined or connected to a Veterans Administration system.

Do you have the rights and authority to do computer support operations on this computer?

If it is a Government owned computer then I would suggest you have the IT Support Team take a look at cleaning the computer.

If you own the computer and have full control of it and want further assistance then please follow the directions at the bottom.

The computer appears to have some PUP adware type software as well as some potential software conflict or hardware issues that warrant further review by one of the Experts in the other forum.
