Possible malware has disabled windows services

Hi I am running Windows 7 64-bit. This problem happened when I tried opening Microsoft Security Essentials as administrator and it told me I don't have appropriate permission to access the item. I tried to update windows for any service packs or updates that I may not have, and got a message saying "Windows Update cannot currently check for updates, because the service is not running. You may need to restart your computer." After a reboot I get the same thing. I went on to check on my firewall and saw that too was disabled. I clicked the Administrator Use recommended settings button and got the error code: Windows Firewall can't change some of your settings. Error Code 0x80070424. I came to this website and tried to download your free malwarebytes anti-malware program but after the download completes and I try to open it up, it says that the download contained a virus and was deleted. This happens to anything I download now. I think I have a gnarly issue will someone please help? Thanks.
