I get the IP

So about every 1-5min. I get this popup on the lower right part of my screen.(I attached a screenshot of it). It's blocking something that I have no idea what it could be. I feel like this isn't normal as when this happens I'm not browsing the internet, or doing anything sometimes it just comes up consistently.

I'll also add that I have Avast anti-software and that detects every 1-5min. that a "threat has been detected" and says that it blocked something below(posted exactly what it says), I think this is blocking the same thing malwarebytes is trying to.... please help me.
