Strange folders in AppData/Roaming

You'd need to know what is in them first before just blindly removing them.  Make sure you enable show hidden files and folders and then see whats in them.

Just because they look empty does not mean they are depending on the OS settings.

 

From a DOS Admin console you can do the following directory lookup and not have to worry about the OS hiding stuff from you.

 

While in the folder:

DIR /A

First make sure they are empty by following AdvancedSetup advice above... and just to add

Well if they are empty and taking up no space, you can just leave them be.....

On the other hand, if you know for sure that they are empty and not being used by some software that is installed on your computer and you really want them gone, I would do this.

Rename the folders by adding .OLD to them. Reboot and use your computer a few days make sure there are no ill effects and once you feel its safe to do so then delete them.
