how can i test a program and understand if it malware?

well i would like to know which changes does this program do

 

i tried to run it under sandboxie , but i was not able to detect them

Rather than risking infecting your own system, you can upload the file to the ThreatExpert Online Side-Effect Scanner and that should tell you what the file does.

you can upload the file to virustotal to help you out if it is malware or not it can also tell everything about the file info,where it was first spotted by virustotal and more  or you can test it in a vm but what ever you do don't run it without having least that file running in a sandbox so you don't cause damage to your pc
