Can't open / save-download zip, exe or doc/xls files from gmail in FF or IE

I "contracted the moneypak / FBI virus a couple weeks ago. After a sytem restore and installing Malwarebytes Pro, doing a system scan and deleting the ~6ish viruses it found, my system appeared clean. Recently I've noticed some strange things:

- I can't open or save-download zip, exe or doc/xls files to my computer. In IE, a small AV window pops up, saying the file was deleted due to the file containing a virus. In Firefox, there is no message, the file acts like it downloads but is not present in the folder where the file was downloaded. It may be for all types of files, I just tried downloading a image and it didn't work, either.

- My windows AV is turned off, and my system is not letting me turn it back on.

I did try a search on these forums for a solution but didn't see anyone with a similar problem... I have no idea where to start! Thanks in advance for your help.
