MWB keeps blocking a certain ip address

Every 10 minutes Malwarebytes is blocking outgoing information to a particular IP address through the svchost.

103.31.186.59

This is while there should be nothing running in the background and I have no obvious programs communicating via wifi.

I'm running WIndows 7 Home 64bit

I've run AVG full scan as well as a Malwarebytes full scan and both come up with nothing. This started today.

A google search tells me this IP Address is a voxility.net IP. Ok fine but my computer shouldn't be trying to communicate with it.

What you're seeing could be a sign of infection (even though the MBAM and your AV scans are clean).
