FBI moneypac malware

I have a Dell Inspiron running windows XP. My computer was infected with the FBi moneypac virus and I tried rebooting in safe mode to repair. The virus blocks safe mode from initiating and instead displays a white screen. I am unable to access the Internet or see my desktop. I have an iPhone which allows me Internet access. Please help.

You have to create an OTLPE disk and scan the system as outlined in the link below:
